DFRR Event: Trends in Response to Natural Disasters: Adaptation by Design

Natural hazard risk management – including preparing for the local effects of climate change - is a fundamental function of urban governance. The physical scale of natural hazards often matches the scale of urban geographies, while the crucible of urban-scale politics sets the stage for developing and experimenting with strategies for building resilience. Additionally, we must consider the inevitability of geological and hydrometeorological events and climate variability over the time scales involved in realizing urban plans and designs, and over the lifespan of buildings and infrastructure. This demands an approach to urban futures that emphasizes flexibility, adaptation, and the chance that the urban geographies may themselves change. For example, New York City has a small but measureable exposure to earthquakes, will be increasingly exposed to coastal flooding as sea level rises, and will be exposed to increasingly intense storms as the atmosphere and oceans grow warmer. Increasing public awareness of near and long-term impacts raises the stakes for professional understanding and political action.

This event will inform the New York City design community of the scope and consequences associated with the regional impacts of natural hazards and global climate change and their effects on the design of buildings and critical infrastructure. The discussion will cover preparedness and mitigation, emergency response, and the prospects for building long-term urban resiliency.
